Chapman Taylor has developed a major 470 hectare masterplan for the reconstruction of Jabrayil, a city in southwestern Azerbaijan near the major transport corridor.
Our masterplan sets out a comprehensive vision to rebuild Jabrayil as a modern, vibrant and sustainable city capable of supporting approximately 15,000 residents.
The strategy focuses not only on rebuilding physical infrastructure, but also on restoring civic identity, public life and a strong sense of place.
The masterplan introduces a wide range of civic, cultural and community uses designed to support long-term liveability and economic resilience. These include schools, a hospital, museums, a cultural venue, retail areas, a mosque, leisure facilities, parks and dedicated sports and recreation zones. Public spaces and landscape form a key part of the proposal, helping reconnect neighbourhoods and create an accessible and walkable urban environment.
The project is part of Chapman Taylor's portfolio of large-scale regeneration and masterplanning projects across the Karabakh region
The approach combines contemporary urban planning principles with sensitivity to local identity, landscape and community needs, helping create a resilient and future-focused city for generations to come.
Reconstruction of Jabrayil officially began in 2021, with the first residents returning to the city in 2024 as redevelopment continues to progress.
