Chapman Taylor has developed a major masterplan for the reconstruction of Jabrayil, a city in southwestern Azerbaijan that was heavily damaged during decades of neglect, occupation and conflict.
Our masterplan sets out a comprehensive vision to rebuild Jabrayil as a modern, vibrant and sustainable city capable of supporting approximately 15,000 workers and residents within the region.

The strategy focuses not only on rebuilding physical infrastructure, but also on restoring civic identity, public life and a strong sense of place.
The masterplan introduces a wide range of civic, cultural and community uses designed to support long-term liveability and economic resilience. These include schools, a hospital, museums, a theatre, retail areas, a mosque, leisure facilities, parks and dedicated sports and recreation zones. Public spaces and landscape form a key part of the proposal, helping reconnect neighbourhoods and create an accessible and walkable urban environment.

Located in the southeast of the Lesser Caucasus Mountains on the banks of the Araz River, Jabrayil occupies a strategically important position bordering Iran to the south and neighbouring the districts of Zangilan, Gubadli, Khojavend and Fuzuli. The city is currently undergoing extensive reconstruction and restoration works as part of Azerbaijan’s wider regional regeneration programme.

Reconstruction of Jabrayil officially began in 2021, with the first residents returning to the city in 2024 as redevelopment continues to progress.
